Call for Expressions of Interest: Development of a Medium-Term Development Strategy and Investment Plan (2025-2029) for Saint Kitts and Nevis
The twin-island nation of Saint Kitts and Nevis is embarking on a critical planning phase for its future socio-economic development, seeking to chart a comprehensive course for sustainable growth and progress in the medium term. With financial backing from the Caribbean Development Bank (CDB), the government is initiating the formulation of a Medium-Term Development Strategy and Investment Plan (MTDSIP) for the period 2025-2029. This strategic roadmap aims to provide a clear vision and actionable framework for the country’s development trajectory, incorporating a robust monitoring and evaluation mechanism to ensure effective implementation and impact assessment.
The CDB’s financial contribution comes in the form of a grant agreement with the Government of Saint Kitts and Nevis (GOSKN), adhering to specific terms and conditions to ensure transparency and accountability. The grant funds are earmarked for eligible payments under the project, with disbursements contingent upon requests from the GOSKN and subsequent approval by the CDB. Importantly, the agreement adheres to international standards by prohibiting the use of funds for payments to individuals or entities, or for the import of goods, that are subject to sanctions imposed by the United Nations Security Council under Chapter VII of the Charter of the United Nations. The agreement further clarifies that the GOSKN is the sole beneficiary of the grant and no other party can derive rights or claim proceeds from it.
The Ministry of Economic Development and Investment (MEDI), designated as the executing agency for this pivotal project, is spearheading the process of procuring consultancy services to develop the MTDSIP. Recognizing the specialized expertise required for such an undertaking, the MEDI has opened a call for Expressions of Interest (EOIs) from eligible consulting firms. These firms are expected to possess a demonstrable track record in developing comprehensive national development strategies, coupled with a deep understanding of the specific economic and social context of Saint Kitts and Nevis. The selected consultant will be tasked with crafting a robust and forward-looking MTDSIP that addresses key development challenges and opportunities, sets clear objectives and targets, and outlines strategic interventions across various sectors.
The scope of the consultancy encompasses the development of a comprehensive MTDSIP for the years 2025-2029. This involves a thorough analysis of the current socio-economic landscape, identifying key strengths, weaknesses, opportunities, and threats. The consultant will be expected to engage in extensive consultations with stakeholders across government, the private sector, civil society, and the wider community to ensure that the MTDSIP reflects a broad consensus and incorporates diverse perspectives. The plan will articulate a clear vision for the future development of Saint Kitts and Nevis, setting out strategic priorities and outlining specific actions to achieve desired outcomes.
A critical component of the MTDSIP is the inclusion of a robust Monitoring and Evaluation (M&E) framework. This framework will provide a structured approach to track progress towards achieving the objectives outlined in the plan, identifying any deviations or challenges along the way. It will also incorporate a digital reporting and visualization tool to facilitate real-time monitoring and data analysis, enhancing transparency and accountability in the implementation process. This digital platform will enable stakeholders to access key performance indicators, visualize progress, and identify areas requiring adjustments or interventions to ensure the effective implementation of the MTDSIP. The consultant will be responsible for developing and operationalizing this digital M&E system.
The MEDI anticipates that the consultancy assignment will require approximately 125 consecutive business days of input from two key experts. Interested consulting firms are encouraged to submit their Expressions of Interest, demonstrating their expertise and capacity to undertake this crucial assignment.
