The Director plays a pivotal role in shaping the Ministry’s technological trajectory by developing and advising on new programs and projects aligned with the Ministry’s overarching strategic objectives. This involves not only conceptualizing innovative initiatives but also rigorously monitoring their implementation and evaluating their impact. Further responsibilities include proposing and contributing to policy development, providing leadership in program execution, and identifying new project opportunities. The Director is also responsible for supervising a team of technical experts, overseeing strategic activities in technology and innovation, and identifying training and capacity-building opportunities for staff.
Collaboration is a cornerstone of this role, requiring the Director to continuously engage with stakeholders to ensure project success. The Director is also tasked with supporting the preparation of the Ministry’s annual budget, developing objectives and indicators for project assessment. Preparing briefs for senior management and representing the Ministry at international, regional, and local meetings are also critical aspects of the position. Networking with local, regional, and international agencies further strengthens the Ministry’s position in the global technological landscape. Regular monitoring and reporting of departmental activities, plans, and projects to the Permanent Secretary ensure transparency and accountability. Finally, the Director provides operational and technical leadership in all related matters as directed by the Permanent Secretary.
Qualifications and Expertise:
The ideal candidate possesses a strong educational background and extensive experience in the technology sector. A bachelor’s degree in computer science or a related field is essential, with a master’s degree being a significant advantage. A minimum of five years of experience in the technology field, coupled with five years in a management/supervision and policy development position, is required. Experience in business development and strategic planning is also crucial. The Director must possess a sound command of English, both verbal and written, as well as exceptional knowledge and skills in network design and deployment. Interpersonal skills and the ability to coordinate diverse teams of technical experts are essential. Experience managing data centers, including ensuring the security, integrity, and safety of servers and equipment, is vital. A deep understanding of emerging technological advancements is also necessary. Finally, strong project management skills are indispensable.

Knowledge of the civil service structure is an asset.
