Legal Officer (P-2) Position Available at the Organisation for the Prohibition of Chemical Weapons
The Organisation for the Prohibition of Chemical Weapons (OPCW) is seeking a highly motivated and qualified individual for the position of Legal Officer (P-2) within the Office of the Legal Adviser (OLA). This critical role contributes to the OPCW’s mission of eliminating chemical weapons and preventing their re-emergence. The successful candidate will provide comprehensive legal support and advice to the Organisation, ensuring the effective implementation of the Chemical Weapons Convention (CWC) and other relevant legal instruments. This involves in-depth research, analysis, and interpretation of complex legal issues related to disarmament, international law, treaty implementation, and organizational governance. The position calls for strong analytical skills, excellent communication and drafting abilities, and a demonstrated commitment to upholding the highest ethical standards in a dynamic, international environment. The Legal Officer (P-2) will play a crucial role in supporting the OLA’s broad mandate, which includes providing legal advice to all organs of the OPCW, including the Conference of the States Parties, the Executive Council, and the Technical Secretariat. This advice spans a wide range of issues, such as the interpretation and application of the CWC, the privileges and immunities of the Organisation, the negotiation and implementation of agreements with States Parties and other international organisations, and internal administrative and legal matters. The role will also involve assisting in the preparation of legal opinions, reports, and other documents related to the work of the OPCW, drafting and reviewing legal instruments, and representing the Organisation in legal proceedings and other forums. The Legal Officer will work closely with other divisions within the Technical Secretariat and interact with external stakeholders, including States Parties, international organisations, and civil society.
The successful candidate must possess a thorough understanding of international law, particularly in the areas of disarmament, non-proliferation, and treaty law. A strong background in public international law, including knowledge of the law of treaties, state responsibility, and international organizations, is essential. Familiarity with the Chemical Weapons Convention and its implementation framework is highly desirable. The ability to conduct legal research and analysis, draft legal documents in a clear and concise manner, and communicate effectively both orally and in writing is crucial. Furthermore, the individual must possess strong interpersonal and diplomatic skills, be able to work effectively both independently and as part of a team, and demonstrate an unwavering commitment to the principles of the OPCW.
In addition to the substantive legal expertise, the ideal candidate should possess a postgraduate degree in law (LL.M or equivalent) from a recognized university. A first-level university degree in law (LL.B. or equivalent) with two years of relevant professional experience may be accepted in lieu of an advanced degree. Experience working with international organizations, preferably in the field of disarmament or non-proliferation, is a significant advantage. Fluency in English, which is the working language of the OPCW, is mandatory. Working knowledge of one of the other official languages of the Organisation (Arabic, Chinese, French, Russian, or Spanish) is highly desirable and will be considered a strong asset.
