Enhancing Social Services: St. Kitts and Nevis Embarks on Knowledge Exchange with Taiwan

A delegation from St. Kitts and Nevis, led by Minister of State, the Honourable Senator Isalean Philip, embarked on a week-long exchange tour to the Republic of China (Taiwan) from April 26 to May 3, 2025. The delegation included key officials from both St. Kitts and Nevis, representing health, social transformation, gender affairs, and youth empowerment, underscoring the breadth of areas targeted for improvement. This collaborative effort aimed to glean insights into Taiwan’s innovative programs and best practices, seeking adaptable models to enhance human, health, and social services within the twin-island Federation. The exchange focused on critical areas such as promoting volunteerism, supporting dignified aging, empowering those with disabilities, strengthening juvenile rehabilitation, and advancing gender equity.

The delegation’s itinerary showcased Taiwan’s multifaceted approach to social welfare. A visit to the Geriatric and Gerontology Division of the Taipei Veteran General Hospital, along with its Seniors Day Care facility, offered valuable perspectives on dementia care and elderly support. Meetings with the Deputy Minister of Health and Social Welfare provided insights into long-term healthcare strategies addressing the needs of an aging population. The discussions extended to social policies impacting families, including maternity and paternity leave, and initiatives implemented in Taipei to encourage higher birth rates. This comprehensive approach highlights the interconnectedness of various social factors and their impact on societal well-being.

Youth development and rehabilitation also formed a crucial component of the exchange. The delegation explored technical and vocational training programs offered at Dun Pin High School, a correctional facility designed for juvenile rehabilitation. The exchange also addressed the crucial issue of supporting survivors of domestic violence. A visit to the Garden of Hope Foundation Service Centre showcased the organization’s holistic approach, which includes social housing, counselling, childcare, and employment assistance, all aimed at empowering survivors to regain independence and rebuild their lives.

Meetings with the Deputy Minister of Labour and department heads provided insights into strategies and programs that facilitate the training and employment of people with disabilities. These initiatives demonstrate Taiwan’s commitment to inclusivity and ensuring equal opportunities for all citizens. The delegation met with officials from the International Cooperation and Development Fund (Taiwan ICDF) to receive updates on projects funded by Taiwan in both St. Kitts and Nevis. These projects include the WEEFI Programme, administered by the Department of Gender Affairs in St. Kitts, and the Mental Health Programme, administered by the Department of Health in Nevis. This continued partnership highlights the strong bilateral relationship between the two countries and their shared commitment to improving the lives of their citizens.

The exchange tour to Taiwan represents a strategic effort by St. Kitts and Nevis to learn from international best practices and adapt them to their local context.
