The government of Saint Lucia is seeking a highly qualified and experienced legal professional to fill the crucial role of Solicitor General within the Attorney General’s Chambers. This position demands a strong leader with exceptional legal acumen and a proven track record of providing sound legal advice and representation. The Solicitor General will play a pivotal role in managing the Legal Services Division, ensuring the efficient and ethical delivery of legal services to the government across a wide range of areas, including civil litigation, legal advisory services, and the drafting and review of contracts and agreements. This position reports directly to the Attorney General and requires close collaboration with various government ministries and departments.

The Solicitor General’s responsibilities are multifaceted and demanding. Acting as the Attorney General’s delegate, the successful candidate will oversee the daily operations of the Advice and Litigation Division, ensuring the provision of effective legal services to the government. This includes supervising the legal staff, implementing work programs, and representing the government in civil matters before the High Court and Court of Appeal. The Solicitor General will also be responsible for providing legal opinions and advice to government ministries and departments, vetting legal documents and agreements, and preparing progress reports for the Attorney General and Permanent Secretary. Furthermore, the Solicitor General will represent the Attorney General’s office on various statutory boards and committees and at official functions.

The position requires a high degree of professionalism, organizational skills, and the ability to manage multiple tasks simultaneously. The Solicitor General must possess a deep understanding of legal principles, practices, and proceedings, as well as a working knowledge of Saint Lucian laws, legislation, court rules, regulations, and agreements. Furthermore, familiarity with Civil Service Rules and Regulations and Collective Agreements is essential. The ability to establish and maintain effective working relationships with colleagues and the public is crucial, as is a strong understanding of government procedures and practices. Effective management skills are also paramount, given the supervisory nature of the role.

The ideal candidate will possess a Master’s Degree in Law, a Legal Education Certificate, or a related field of study, combined with five years of legal service experience. Alternatively, a Bachelor’s Degree in Law and a Legal Education Certificate, coupled with seven years of legal service experience, will also be considered. The successful candidate must demonstrate strong supervisory capabilities, excellent interpersonal skills, and a commitment to punctual and consistent attendance. Moreover, they must exhibit a thorough understanding of the public service structure and the ability to interpret and apply its administrative policies and procedures. The ability to effectively implement duties, responsibilities, and assignments as defined in the job description, as well as responsiveness to supervision at different levels, are also essential.

The Solicitor General will receive a competitive salary and benefits package, including a basic salary of EC$117,936.00 per annum, along with various allowances for legal services, travel, telephone, and entertainment. These allowances, along with the basic salary, are exempt from income tax. The position also entails the use of a personal vehicle for official duties, for which a travel and mileage allowance will be provided according to approved rates. While the position is non-pensionable, it offers a unique opportunity to contribute to the legal landscape of Saint Lucia and to serve the government in a high-impact role. Accommodation in a general administrative office is provided.
