CARDTP Progresses National Government Datacenter and CIRT Development

The Caribbean Digital Transformation Project (CARDTP) is spearheading a significant leap forward for Saint Lucia’s digital landscape, focusing on two key initiatives designed to bolster the nation’s digital infrastructure and cybersecurity posture: the construction of a national government datacenter and the formation of a governmental Cyber Incident Response Team (CIRT). These initiatives represent a crucial step towards modernizing public services, securing national digital assets, and enhancing the nation’s resilience against the ever-growing threat of cyberattacks.

The National Government Datacenter, a cornerstone of this digital transformation, promises to be a state-of-the-art facility designed to elevate government operations, enhance data security, and streamline digital service delivery to citizens. A suitable site for the datacenter has already been identified, marking a crucial milestone in the project’s progression. The CARDTP, working in close collaboration with the Division of Public Sector Modernization within the Department of the Public Service and the Department of Physical Development under the guidance of Chief Architect Barry Georges, is currently finalizing the design plans for this critical infrastructure. This collaborative approach ensures that the datacenter’s design incorporates the latest technological advancements and adheres to best practices in data security and operational efficiency.

Simultaneously, the establishment of the Governmental CIRT is underway. This specialized cybersecurity unit will serve as a central hub for proactive monitoring, rapid response, and effective mitigation of cyber threats targeting government agencies. The CIRT will play a vital role in safeguarding sensitive government data, protecting critical infrastructure, and ensuring the continuity of essential public services in the face of increasingly sophisticated cyberattacks. To facilitate the progress of these initiatives, a stakeholder consultation was held on February 11th. This gathering brought together key figures involved in the project, including the CARDTP Project Implementation Unit (PIU) led by Project Manager Sheralin Monrose-Gustave, Chief Architect Barry Georges, and senior ICT personnel from the Department of Public Service led by Director of Public Sector Modernization, Marlon Narcisse. Also present were the General Manager of Government Information Technology Services (GITS), the ICT Project Manager, the Chief ICT Officer, and a Telecommunications Consultant. This collaborative forum provided a platform for in-depth discussions, strategic planning, and coordinated action, ensuring that both the datacenter construction and CIRT establishment remain aligned with the overarching goals of the CARDTP.

Following this productive consultation, the focus now shifts towards finalizing the datacenter design and developing a comprehensive implementation framework for the CIRT. The datacenter design will encompass considerations for physical security, power redundancy, environmental controls, and connectivity to ensure the integrity and availability of government data. The CIRT implementation framework will outline the team’s structure, roles, responsibilities, operational procedures, and communication protocols, ensuring its effectiveness in identifying, analyzing, and responding to cybersecurity incidents. These efforts represent tangible steps towards realizing the CARDTP’s broader mission of strengthening digital transformation, bolstering cybersecurity, and enhancing e-Government services in Saint Lucia.
