Saint Lucia Implements Electronic Land Registry for Enhanced Efficiency

The Government of Saint Lucia is embarking on a significant modernization initiative, aiming to transform its land administration system through the development of an e-Land Registry. This digital transformation, spearheaded by the Department of Public Service through the Caribbean Digital Transformation Project (CARDTP), in collaboration with the Department of Physical Development, is poised to revolutionize land transactions in the country, ushering in an era of enhanced efficiency, transparency, and accessibility. The project underscores the government’s recognition of land as a fundamental pillar of national development, inextricably linked to homeownership, business investments, and overall economic growth. The development and implementation of the e-Land Registry are being undertaken through a collaborative effort involving various stakeholders, including international and local expertise. A key milestone in this process was a stakeholder consultation held on February 7, 2025, focusing on the consultancy services required for the project. This consultation brought together representatives from RMSI Private Limited, an Indian consulting firm serving as the lead consultant; Datashore, a Saint Lucian sub-consultant; the CARDTP Project Manager; and officials from the Department of Physical Development, underscoring the collaborative nature of the initiative. The consultation served as a platform to discuss critical aspects of the project, including technical requirements, implementation strategies, and capacity-building initiatives.

The e-Land Registry project aligns seamlessly with the broader objectives of the CARDTP, which seeks to expand access to digital services, technologies, and skills across various sectors, including government agencies, businesses, and individuals. The project represents a significant investment of approximately US$1.9 million and is anticipated to span 19 months. During this period, the consultants will meticulously develop the technical specifications for the system, while also providing crucial support for contract management, change management, and capacity building for both the public and staff of the Department of Physical Development. This comprehensive approach ensures that the transition to the digital platform is smooth, efficient, and sustainable, empowering all stakeholders to effectively utilize the new system.
