Failure to attend the review can lead to disruptions in payments, and ultimately, suspension of benefits. Accounts of beneficiaries who did not participate in the September 2024 review will be suspended by the end of February 2025. However, the Welfare Unit has assured beneficiaries that suspended payments will be reinstated retroactively once they present themselves for review and their information is updated and validated.

This proactive approach underscores the program’s commitment to supporting its beneficiaries while maintaining the integrity of the system. The three-month window for verification is crucial for ensuring that the limited resources are allocated efficiently to those who continue to meet the eligibility criteria. Beyond three months of non-verification, accounts will be deleted, as the program cannot confirm continued eligibility. The PAP faces the challenge of meeting the high demand for assistance while operating within its resource constraints. Over 1,000 applicants are currently on the waiting list, highlighting the significant need for social safety nets within the community. Additionally, there are individuals who are likely eligible but have not yet applied to the program. The Welfare Unit is urging patience as they work diligently to process applications and ensure that everyone on the waiting list is assessed in due time.

The biannual review process serves a dual purpose: verifying eligibility and monitoring the progress of beneficiaries. As circumstances change, some individuals may no longer require assistance. The review allows the program to identify those who have become employed, whose children have graduated from school, or whose household situations have improved to the point where they are no longer in need of PAP support. This “graduation” from the program frees up resources to support others on the waiting list and ensures the most efficient allocation of funds.

Furthermore, the review facilitates the transition of beneficiaries into other support programs designed to promote self-sufficiency. The Koudmen Sent Lisi program, run by the SSDF (Saint Lucia Social Development Fund), exemplifies this approach. Currently, 40 PAP households are enrolled in this program, which equips them with the skills and resources needed to become self-reliant. The goal is for these participants to eventually graduate from the PAP and sustain themselves independently.
