Stakeholder Perceptions of Renewable Energy Development in St. Lucia: Findings from Public Opinion Research

The Saint Lucia Renewable Energy Sector Development Project (RESDP) is committed to fostering strong relationships with its stakeholders and has implemented a comprehensive Public Information and Communications Campaign (PICC) to achieve this goal. The PICC’s primary objective is to educate the Saint Lucian public about renewable energy, with a particular focus on geothermal energy, and to keep them informed about the RESDP’s progress. This campaign began with a baseline public opinion survey in 2023 to gauge existing knowledge and perceptions about renewable energy and the project. The findings of this initial survey served as a foundation for shaping the PICC’s strategies and messaging.

A crucial element of the PICC is ongoing evaluation and adaptation. To that end, a mid-term public opinion survey was conducted in late 2024, providing updated feedback from the public and project-affected parties (PAPs). This survey utilized a robust quantitative methodology, gathering data from a representative sample of over 500 participants. The survey explored various aspects, including awareness of renewable energy, perceptions and support for the RESDP, concerns, preferred communication channels, desired information, and awareness of the project’s Grievance Redress Mechanism (GRM). This data allows the project’s communications consultant to continuously refine the PICC and ensure its effectiveness.

The mid-term survey revealed several key insights. Overall, public perception of the RESDP remains positive, with even stronger support from PAPs, indicating growing optimism as the project progresses. This positive trend underscores the importance of continued engagement and transparent communication with all stakeholders. The survey also highlighted the preferred communication channels for receiving project updates. Social media, particularly WhatsApp, emerged as the dominant platform, followed by traditional media such as radio and television. However, PAPs expressed a clear preference for direct engagement through community meetings, emphasizing the need for face-to-face interaction and localized communication strategies.

The survey also identified specific information needs among the general population and PAPs. The general public expressed a desire for more detailed information on the economic benefits of the RESDP, encompassing job creation, potential cost savings, and environmental impacts. This indicates a strong interest in understanding the broader economic and environmental advantages of the project. Meanwhile, PAPs prioritized information directly relevant to their communities, particularly potential disruptions like noise, dust, and impacts on water sources. They also expressed a keen interest in local job opportunities, community development plans, and the project’s long-term economic benefits.

The RESDP recognizes the importance of adapting its communication strategy as the project moves from planning into the more tangible phases of infrastructure development and drilling. Dr. Ken Aldonza, the Project Manager, emphasized the significance of understanding public perceptions. The mid-term survey provides invaluable insights that will guide the refinement of the PICC during this transition. As the project becomes more visible, proactive stakeholder engagement becomes even more critical. Aligning communication efforts with the evolving needs and concerns of stakeholders is essential for maintaining public trust and support.

Moving forward, the RESDP is committed to strengthening public trust by addressing localized concerns, ensuring transparency, and encouraging active participation, particularly among PAPs. This commitment reflects the project’s dedication to building strong relationships with stakeholders and ensuring that their voices are heard throughout the project’s lifecycle. By actively responding to feedback and adapting its communication approach, the RESDP aims to foster a collaborative environment and ensure the project’s successful implementation. This ongoing dialogue will be instrumental in maximizing the benefits of renewable energy for Saint Lucia while mitigating potential impacts on local communities.
